ALL OBD-I and OBD-II 3.0l and 3.2l engines experience this BY DESIGN. BMW did this to meet certain emission requirements. The engines run like this at cold start until the cat has heated up to the point of efficient operation.

THE SOLUTION: DO NOT step on the gas for the first 30-60 seconds after a cold start. Let the car warm up.
