I am now wondering how many times it has to be said before it is believed.

This fix, detailed in SIB 23 01 95, has ABSOLUTELY NOTHING to do with missed shifts.
The complaint it is designed to fix is difficulty DISENGAGING third gear and engaging 4th.
If you have this problem, it is difficult to get the trans out of third gear.

The job can only be done with the trans in the car, if you have the appropriate special tools, otherwise, it would require removal of the trans, or at least, driveshaft, to lower the trans far enough to get to the pin.
