From the E36 BMW repair manual, as written: Installation:
Remove dirt and grease from wheel centering shoulder and rim bearing surfaces and coat wheel centre with Plastilube (refer to regulations on consumables) before installing a wheel. Inspect wheel bolt threads and tapers for wear, replacing wheel bolts if necessary.

Lubricate wheel-bolt threads lightly with grease, but keep grease off of tapers.

Plastilube part # 81 22 9 407 103 retails for $2.17.
