Hi Phil,
This is normal operation. The check system can't determine
the status of the lights until you use the lights. So the headlights
and taillights are tested when you turn on the headlights, but the
brake lights are needed all the time, so the system insists on checking
those before you go anywhere.
You use the check button to clear an error from the dash. Say a taillight
was out, when you turn on the headlights the error light on the check panel
will light and the "CHECK" light will flash, after you hit the check button
the "CHECK" light goes out, but the error on the panel above stays
lit until you fix the light.
