1990 325i idle control valve problem

1st new throttle position switch
2nd idle control valve does function and vibrate.
3rd checked the function of the switch at the dme also verified the wire for the idle control valve.
Heres' the problem the measured voltage on one side if the idle control is 9 or 10 volts, the other side is 5 volts. this forces the control valve to be closed all the time. It doesn't respond to idle commands when the throttle position switch is closed. no idle at all.
Bentley says to beware the temperature sensor
I'm thinking it may be the dme, but the car runs fine
1990 325i 5 speed

i recomend to deletethis mesege and post it in another room/ e30, e36, etc..
this is a place to post pix of your bmw.
