I have a 99 528i and the wipers work intermitantly. I cannot control them. If I have them on they will work whenever they feel like it but if I shut them off they stop in mid-swipe. Anyone have any ideas. I am assuming it may be the switch. Could it be a relay? Any ideas are greatly appreciated.

I would vote for the parking switch inside the wiper gearbox. Contacts s/b clean, and free of grease.
