Sounds like you may have a worn-out lock mechanism, if you cannot turn the key far enough to start the car, or get power to the accessories.

It's a rather involved job to disassemble the steering column to get at the offending parts. Best get a Bentley manual and have at it.

Or, have a locksmith come by and have a look at it.
